Dumpster dive outside thrift stores at late hours. Sometimes people drop off donations at thrift stores at night and the thrift store won't claim the donation until they open in the morning.

Go to a marathon. Marathon runners are often dropping articles of clothing on purpose as they run and they don't expect to get the clothing back. You'll find the most clothing at the starting line and also along the course as the sun (and temperature) rises.
